Overview of the Certified Skilled Worker of Financial Planning
As part of the revision of the Skilled Competence Development Act, in October
2001, the Skilled Worker Certification Examination system was established,
utilizing commercial sectors to administer the examination. The financial
planning profession was one of the new professions that the Ministry of
Health, Labour and Welfare had been considering for competency certification.
At the same time, JAFP was considering this examination system for the
skilled worker certification in order to position it as one of the "four Es"
("Examination"). "Examination" is one of the 4E requirements for our certification.
In April 2002, "financial planning profession" was added under
the Skilled Competence Development Act. The examination assesses workers'
skills based on certain government established benchmarks to assure competency.
People who pass the examination are granted "Certified Skilled Worker of
Financial Planning". This addition clearly showed that the government
acknowledged how necessary and beneficial the financial planning industry
was for the public.
After applying to the Ministry of Health, Labour and Welfare to become an
"examination body for the certification of the financial planning
profession", JAFP was designated as such in June 2002.
This meant that one of the "four Es" of our financial planning certification
- "Examination" - was also positioned as a government certification.
This was a meaningful step in order for us to enlighten and promote financial
planning to the general public.
